You only give a example of admission control(what your said is AC with high loading). If the resource is enough, i think the possibilities of your question is very little. I mean this UE can't be allowed to access, other UE also can't be allowed. So I think we should only consider the inteference to the traffic period.

I think u are right! in the last, UpPCH is only sent in the UpPTS,Then the protocol needn't to consider the inteference to the traffic period. After UpPCH shifting, I think we should considering what you have said.
