TD's voice quality is as good as GSM's. I can't say which is better by my ear.

and smaller value for DCCH data ratio in TD is than W, or we can say, less requirements on DCCH's throughput.
For baton handover, RNC could reqest UE to measure the neighboring cell where UE will approach with smaller size of cell lists. UE just report right neighboring cells. Thus, indeed, the smaller size of measurement report will be or less DCCH's data ratio is needed.
