en, that's right.
Thus we also can utilize the auto-correlation of same SC with different shifting to reduce MAI.
And for WCDMA, due to the nature of unsynch, thus, we need long SC to achive rough sync, which is different with TD for shorter SC.

3. Thus, UE should use the predefined SC for the next message--"RRC connection Setup Complete"
Here, this bring one question---- If two UE in same cell, they could use same SC as this predefined SC.
Or we can say same SC is used for UL for all UE served by same cell???

SC code is used to distinguish cell in TD. so UL or DL both need to scamble after spreading. the SC code to choose is associated with cell's DL sync code.

the cell para id is scramble id in td-scdma, so if you know the cell para id, you can know the scramble code. you can find it in the physical layer protocol by searching cell_param. I believe you can understand it. It's not allocated in the rrc connection setup message. If you can't find it, please let me know.
