Question-1: Why is the IE of "Activation Time" needed to define in the message of ASU( Active Set Update)?

I don't understand this. Because you just change the serial method to parallel method. The maximum saiving time is the time needed for a new radio link establisment.(40-70ms including AAL2 establishment).

解决了你的第2点，而同步是由参数T312/N312控制，T312从1-15s，在系统消息中下，一般配置为1－3s，可以修改。所以即使NodeB的时间差别大。可以将AT设置的小一些，提前激活也是可以的。

1. It's different time for different vedor's product to respond the radio link setup procedure(such as, soft handover in different vendor's Node B). Especi-ally for soft handover is in different RNC. And, the loading of target Node B will affect this establishment time. Thus, it's difficult to estimate thie time.

3. Normally it's about 30-50ms needed for the establisment of one radio link in Node B. It's not very long, even comparing with the time needed for      soft handover. Thus, the saving is small with complexy RRM algorithm.

可以用于Radio Link Addition，看25.931中软切换流程图24，正常的软切换增加链路是：

可以修改流程为：
3|O        X t$v7X;i"\!Y hwww.cnttr.com建立新NodeB链路的同时，下发ASU给UE，AT置为某个CFN，该值的配置需要NodeB建立完链路的大致时间。该流程可以节约一些时间。对于失败回退问题，如果NodeB RL建立失败，UE的ASU也会失败，返回ASUF，相当于没有建立成功，RNC也不需要其它操作。
